Funafuti, Tuvalu — On September 1, 2025, Vice President Aren B. Palik of the Federated States of Micronesia (FSM), accompanied by members of his delegation, arrived in Funafuti to represent the FSM at the 4th Parties to the Nauru Agreement (PNA) Leaders’ Summit hosted by Tuvalu.
On September 3, Vice President Palik attended the official opening of the Summit at the Tumasi Puapua Convention Center, where leaders convened under the theme “Our Shared Path to Sustainable Development and Full Control of Our Tuna Fisheries.”
In his opening remarks, Vice President Palik expressed deep gratitude and warm congratulations to Tuvalu for its successful hosting of the Summit. He also extended heartfelt thoughts and prayers to the people and Government of the Republic of the Marshall Islands on the passing of former President Christopher Loeak, emphasizing the solidarity of Pacific communities.
Vice President Palik highlighted the East New Britain (ENBi) initiative as a decisive regional effort, stressing that it transcends fisheries development to represent a broader political and economic realignment that strengthens collaboration among PNA Parties and participating members. He reaffirmed the FSM’s strong support for full PNA+ ownership and operational independence of FIMs Inc. and acknowledged the PNA Office (PNAO) for its vital coordination in facilitating the Summit.
Within the Summit framework, Vice President Palik also paid a courtesy call on the Prime Minister of Tuvalu, Hon. Feleti P. Teo. Their discussions centered on enhancing air connectivity and broadening cooperation. Both leaders emphasized the importance of unity and solidarity among Smaller Island States (SIS), aiming to elevate their influence within the wider regional architecture.
As part of the Summit program, leaders participated in a reflection retreat that included a symbolic day-at-sea activity, reaffirming their shared responsibility to sustainably manage Pacific ocean resources. The Summit concluded with the signing of the Funafuti Communiqué, marking consensus among leaders on the future of Pacific tuna fisheries management. Vice President Palik also confirmed that the Federated States of Micronesia will host the next PNA Leaders’ Summit in 2027.
The FSM delegation to the 4th PNA Leaders’ Summit included Acting Executive Director of NORMA Limanman Helgenberger, Assistant Secretary of Foreign Affairs Kenmore Salvador, and the Second Lady of the FSM, Madame Adelita Palik.
