PALIKIR, Pohnpei — His Excellency President Wesley W. Simina has called for a special session of the Twenty-Fourth Congress of the Federated States of Micronesia (FSM) to convene on November 10, 2025, for a duration of ten (10) days. The President’s call for a special session follows consultation with T.H. Speaker Esmond B. Moses and is made pursuant to Article IX, Section 16 of the FSM Constitution.
In his letter to Speaker Moses, President Simina conveyed his sincere appreciation to the Speaker and Members of the 24th Congress for their continued leadership and collaboration on matters of national importance. Speaker Moses has since acknowledged, in writing, receipt of the President’s call for a special session.
The agenda for the upcoming special session will focus on the allocation of seven million dollars ($7 million) in unspent Compact funding for the payment of the Google Fiber Optic Cable, grants for Single Audit work, and other urgently needed national grants. The session will also consider amendments to the Fiscal Year 2026 Budget Law, including adjustments to Compact Sector Allocations and other necessary budgetary modifications. In addition, the Congress will deliberate on nominations requiring legislative action, as well as other urgent matters that demand its immediate attention.
President Simina emphasized the importance of convening the special session to address these issues promptly, noting that swift action is essential to ensuring the effective operations and continued progress of the Nation.
The President reaffirms his Administration’s commitment to work closely with Congress in addressing matters of shared national interest and in advancing the well-being of the Federated States of Micronesia and its people.
