
COLONIA, Yap — February 11, 2026 — His Excellency Wesley W. Simina, President of the Federated States of Micronesia (FSM), administered the Oath of Office to two presidential appointees representing the State of Yap during a ceremony held at the Yap State Governor’s Office in Colonia on February 10, 2026.
The appointees sworn in were Mr. John Chugen, appointed as FSM National Election Commissioner for the State of Yap, and Mr. Sebastian Anefal, appointed as a Member of the Board of Directors of the Micronesia Insurance Corporation (MiCare).
In administering the oath, President Simina emphasized the solemn responsibility inherent in public service and underscored the importance of upholding the Constitution, the rule of law, and the trust placed in public officials by the people of the FSM. President Simina noted the high value he places on personally administering the Oath of Office, recognizing it as a fundamental and meaningful commitment to service and accountability.
Following the ceremony, Mr. Anefal delivered brief remarks, reiterating the significance of the Oath of Office and emphasizing that it is not a mere formality, but a vital and integral part of one’s duties in government.
