
KOSRAE, FSM — February 18, 2026 — The FSM Strategic Development Plan (SDP) 2024–2043 was formally launched during the 4th Chief Executive Council (CEC) Meeting held in Kosrae. The event brought together national and state executive leadership, marking a significant milestone in advancing the nation’s long-term development agenda.
In his welcome remarks, Vice President Aren B. Palik underscored that the SDP is a living and guiding framework, intentionally broad in scope, to provide overarching national direction while enabling State Development Plans and sector policies to align under a unified national vision.
Delivering the keynote address, President Wesley W. Simina emphasized that the future of the Federated States of Micronesia requires a whole-of-nation approach. He noted that meaningful progress will depend on active partnerships among government, civil society, development partners, and the private sector, while recognizing that government bears the primary responsibility for creating an enabling environment in which these partnerships can thrive.
The President further stressed the importance of leadership in establishing clear policies, strengthening governance systems, and removing barriers that hinder opportunity, innovation, and investment. He reaffirmed the need to create conditions that empower the private sector, enable civil society participation, and ensure that development efforts reach communities across all islands.
Highlighting implementation as a central priority, President Simina called for strengthened monitoring and performance evaluation mechanisms. He emphasized continued support for the development of a Monitoring, Evaluation, and Learning (MEL) framework to track progress, enhance accountability, and promote evidence-based policymaking.
Concluding his address, the President called upon executive leadership at both national and state levels to take full ownership of the SDP’s implementation.
The Governors of Yap, Chuuk, Pohnpei, and Kosrae delivered remarks affirming their support for the FSM SDP 2024–2043 and noted that their respective State Development Plans have been completed and aligned with the national framework. Their statements reinforced a shared commitment to coordinated implementation through state-level planning under a national vision and development initiatives.
Both national and state leaders acknowledged that the launch signals the continuation of strengthened collaboration across all sectors of government and society.

It reflects our determination to strengthen governance, expand economic opportunities, and ensure that development reaches every community.
