Handover Ceremony of Japan-Funded Classroom Building at COM-FSM Fisheries and Maritime Institute

YAP, Federated States of Micronesia — March 3, 2026 — The Honorable Aren B. Palik, Vice President of the Federated States of Micronesia (FSM), joined His Excellency Nobuo Kagomiya, Ambassador of Japan to the FSM, for the handover ceremony of a newly constructed classroom building in Yap.

The facility was delivered through the project “Enhancing the Capacities of the COM-FSM Fisheries and Maritime Institute,” funded by Japan’s Economic and Social Development Program. The building is expected to strengthen FMI’s ability to provide quality maritime education and training for students preparing for careers in the maritime sector.

In his remarks, Vice President Palik underscored the significance of the project for the nation, describing it as “a symbol of vision, sacrifice, and teamwork.”

He emphasized that strengthening maritime education is essential to the nation’s development and future workforce.

Strengthening maritime education is not simply an institutional objective. It is a national priority,” he said.

Vice President Palik also encouraged FMI students to take full advantage of the improved facilities and remain committed to excellence and discipline in their studies.

The Vice President further reaffirmed the Federated States of Micronesia’s commitment to maintaining the facility and strengthening its partnership with Japan, highlighting the enduring “Kizuna”, or bond of friendship, between the two nations.

Vice President Palik also expressed, on behalf of the Simina–Palik Administration, appreciation to the Government and people of Japan for their continued partnership and support to the Federated States of Micronesia, particularly in advancing education and capacity-building initiatives.

The project reflects the longstanding partnership between the Federated States of Micronesia and the Government of Japan in supporting education, infrastructure, and human resource development across the country.
