
PALIKIR, Pohnpei — February 8, 2026 – More than 80 budget professionals from across the four states of the Federated States of Micronesia and National Governments gathered in Pohnpei on January 16, 2026, for a four-day workshop held at the Central Facilities Building. The workshop, organized by the Office of Compact Management and Overseas Development Assistance (CMODA), focused on ongoing budget preparation and reporting matters related to the Compact of Free Association.
Participants engaged in wide-ranging discussions on Compact implementation, planning, and financial management, with a priority on gathering information and sharing experiences related to the FSM’s FY2025 Annual Performance Report and the development of the FY2027 Annual Implementation Plan.
Special Assistant to the President, Mr. Kemsky Sigrah, commended participants for their collaboration and commitment to effective Compact implementation.
“Thank you all for your hard work and collaboration to ensure that the FSM continues to plan for and use Compact funds in the most effective manner possible,” said Mr. Sigrah. He added, “The new Compact gives us greater deference in planning for the use of Compact funds, but also greater responsibility in the management of these essential resources. I appreciate your contributions to help the FSM meet reporting and oversight requirements under the Compact and to ensure our budgets integrate Compact assistance in a way that is fully aligned with the goals and objectives of our Strategic Development Plan.”
The workshop received updates from Mr. Sohs John, Deputy Secretary of the FSM Department of Finance and Administration, on the rollout of the FSM’s new Financial Management Information System (FMIS). In addition, Ms. Avalon Edward, Strategic Development Plan (SDP), Coordinator of the FSM Department of Resources & Development, provided updates on the continued development of Monitoring, Evaluation, and Learning (MEL) components of the FSM SDP.
The workshop concluded with a renewed commitment among national and state budget officials to strengthen coordination, transparency, and accountability in the management of Compact resources.
