
VILNIUS, Republic of Lithuania — The Federated States of Micronesia (FSM), under the leadership of Secretary of Justice Leonito Bacalando Jr., conducted a high-level mission to the Republic of Lithuania from September 29 to October 04, 2025, to deepen bilateral collaboration in cybersecurity, defense, and institutional capacity development.
The delegation comprising of senior officials from the Department of Justice (DOJ) and the Department of Foreign Affairs (DFA) participated in a series of engagements to support FSM’s national agenda for digital resilience and cybersecurity. This mission also helps to lay the groundwork for the upcoming FSM Cybersecurity Symposium, scheduled for October 27–31, 2025, in Chuuk.
The principal aim of the visit was to advance cooperation on the proposed Cybersecurity Capacity and Infrastructure Project, which is expected to conclude in December 2025. Discussions also extended to broader collaboration in defense, law enforcement, digital infrastructure, and governance reform. Key meetings were held with Mr. Tomas Godliauskas, Vice Minister of National Defense, and Mr. Ričardas Šlepavičius, Director General for the Indo-Pacific at the Ministry of Foreign Affairs. These sessions provided opportunities to exchange expertise and explore joint initiatives in cyber defense, law enforcement training, and EU-supported programs to promote digital transformation and resilience.
During the visit, Lithuania expressed strong support for the Federated States of Micronesia’s proactive approach to cybersecurity, offering technical assistance, joint projects, and professional training designed for FSM’s justice and law enforcement agencies. Both parties emphasized the importance of harmonizing national policies in cybersecurity, digital governance, and data protection, noting that Lithuania’s centralized systems could serve as a valuable model for FSM’s evolving digital architecture.
Lithuania also pledged to assist in strengthening FSM’s connections with EU and NATO-aligned digital resilience programs, broadening FSM’s access to technical and strategic support. Recognizing the unique challenges faced by small island nations, the delegation discussed how cybersecurity intersects with climate resilience, maritime security, and sustainable development—key areas of shared interest and opportunity.
Looking ahead, both sides agreed on concrete next steps, including the submission of project concept notes to Lithuania and EU partners by December 2025, the designation of liaison officers within FSM’s Department of Justice and Department of Foreign Affairs to coordinate ongoing efforts, initial planning for the establishment of FSM-CERT and related infrastructure, and the potential appointment of an Honorary Consul in FSM to enhance diplomatic coordination.
The Lithuania mission marks a significant milestone in FSM’s journey to strengthen national cybersecurity and forge enduring strategic partnerships. Secretary Bacalando affirmed, “This mission reflects our nation’s determination to build a resilient digital future and strengthen our institutions through shared learning and trusted partnerships. Lithuania’s experience offers valuable guidance as we work toward securing FSM’s cyberspace and protecting our people.”
