To the Police Forces of the FSM: “Thank You for What You Do,” Says President Panuelo, Who Then Transmitted Bill to Congress Regarding Overtime Pay

PALIKIR, Pohnpei—At the conclusion of his first official visit to the State of Chuuk, His Excellency David W. Panuelo—President of the Federated States of Micronesia (FSM)—took the FSM National Police out to a small island in Chuuk Lagoon for swimming, and then to a restaurant for dinner, in part so as to show his appreciation for their service before, during, and after the 24th Micronesian Islands Forum, and in part to address some of the concerns police have been sharing amongst themselves about overtime pay. The current law does not allow overtime compensation.

“I want to take the opportunity to say a few words,” the President began. “I want to thank all of you, and in particular our National Police. Some of you are based in Chuuk, and others came in patrol boats.”

“Treating employees who serve our people, by working for our Government, with dignity and with respect is very important to me,” President Panuelo continued. “I’ve called a session of Congress and…I have talked with [the Honorable Joses R. Gallen] the Secretary of [the Department of] Justice to look at your employment issues.”

President Panuelo specifically advised that the Government will be addressing common concerns regarding excess hours, overtime formulas, and service-pay for FSM National Police officers.

The President wanted to express to police across the Nation—those who work for the National Government or the respective FSM State Governments—that he respects and appreciates their work, values their contributions, and will do what he can to ensure that public servants of all stripes are treated well.

“We are all one family, and we are all Micronesian,” the President said. “Thank you again.”

On July 17th, 2019, President Panuelo submitted to the Honorable Wesley W. Simina, Speaker of the Congress of the FSM, a bill for Congress’ consideration to “change the rules of overtime for National Police.” The bill would change the present practice of paying National Police officers straight time to, instead, giving them time and one-half for overtime hours.
